The Wheeler Ridge-Maricopa Water Storage District (WRMWSD or District) is a public agency governed by a nine-member elected Board of Directors and operated by 44 staff with a $84 million annual budget. Founded in 1959, the District’s headquarters are located about 20 miles south of Bakersfield. Its core mission is provide an irrigation water supply to its customers at maximum reliability and least cost. The District encompasses 148,000 acres (231 sq. mi.) of land, about 90,000 acres of which are served with irrigation water supplies from the California Aqueduct of the State Water Project. Facilities include 300 miles of pipeline, 8 miles of canal, 144 pumps, 700 customer meters, and 14 groundwater wells.
Job Duties
As a key member of a small department staff, the Assistant Engineer performs varied duties in the field and office under the direction of the Staff Engineer. This position will work with District staff, water users, and consultants for local implementation of the Sustainable Groundwater Management Act (SGMA), and in addition, will play a key role in planning and executing a long-term effort to replace critical distribution facilities over the next five decades. From time to time, the Assistant Engineer may also be asked help with field tasks such as groundwater level surveys, pump efficiency tests, underground facility locating, or cathodic surveys. Typical duties could include the following:
- manage construction projects
- interpret engineering drawings and easement documents
- author memoranda and collaborate on CEQA documents
- conduct crop surveys and develop computations of crop water use
- develop pipeline hydraulic models or expand existing models
- respond to customers and members of the general public for information requests
- prepare construction drawings using AutoCAD
- draft maps using ESRI ArcGIS
Education and Certifications Required
Minimum qualifications include a Bachelor of Science degree in agricultural science, engineering, or geoscience AND willingness to obtain professional licensure in civil or agricultural engineering in the State of California. The Assistant Engineer must possess a Class C California driver’s license and clean DMV record.
Knowledge and Abilities Required
Must have thorough knowledge of fluid mechanics, hydrology, irrigation principles, and strength of materials; competence in a recent release of AutoCAD Map 3D or Civil 3D; ability to make accurate engineering computations with great attention to detail; ability to comprehend and articulate complex regulatory requirements; and ability to communicate effectively in English. Must be able to manage multiple simultaneous work assignments, exercise sound judgment, and solve problems within the Assistant Engineer’s scope of responsibility. Must be able to operate engineering equipment (such as computers, survey instruments, and flow meters), and function safely in indoor and outdoor settings including construction projects. Must be able to traverse uneven ground (e.g. farm fields) and move inside pipelines 27 inches or larger, while carrying equipment and hand tools up to 30 pounds in temperatures of 30-110̊ F. The position is also subject to a pulmonary test and lift test/back evaluation.
Ideal Candidate
An ideal candidate will possess a Bachelor of Science in agricultural or civil engineering with an emphasis in water resources plus an EIT certificate and will have work history or internships in agriculture or civil engineering. Knowledge of concrete, steel, and pipeline design principles as well as some familiarity with land surveying would be a plus.
Salary Range
$74,352 – $90,600 per year depending on qualifications. District benefits include insurance (medical, dental, vision, life, and long-term disability — premiums paid 100% by District), short-term disability insurance (SDI premiums paid by employees), paid sick leave, two weeks’ vacation, 10 paid holidays, a carpooling commute program, and participation in the California Public Employees Retirement System.
