HRT is seeking an energetic, motivated, and team-oriented individual to provide premium web content development and programming services to enterprise-level clients in mission-critical web communications utilizing a wide range of web-based software products. The main responsibility of the Web Developer will be for considerable expertise in web development and programming. A close relationship with other web and database development staff and media specialists across departments will be required. This position is available at our Norfolk, VA office but will have significant travel and may be re-assigned to the Hampton facility.

Essential Job Functions:

• Work with Technology teams to develop, maintain and support existing web-based systems and websites.
• Work collaboratively with the Digital Services & Web Development team to deliver real-time, customer-facing, interactive web content to provide value to our customers and drive targeted traffic to our sites.
• Create and maintain webpages that are consistent with HRT s online strategy, branding and marketing pieces.
• Analyze metrics and data to assess website and application performance and provide recommendations for improvements based on project specific goals.
• Actively stay up-to-date on web development technologies and best practices and be able to make recommendations for their use.
• Manage all requests within a helpdesk tracking system.
• Provide assistance/guidance to clients in their efforts in maintaining departmental websites.
• Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
• Duties include, but aren’t limited to, the following:
• Programming and implementing web development workflow
• Determining technical requirements
• Updating websites
• Creating back up files and maintaining change management standards
• Solving code problems
• Verify compatibility within all browsers and across mobile devices.
• Work with Technology staff and other departments to plan, develop and test new web architecture, content and functionality before move to production.
• Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
• Responsible for maintaining a general awareness of HRT s EMS.
• Responsible for handling all related job responsibilities in accordance to HRT s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.

Required Knowledge, Abilities and Skills essential to Job Functions:

• Proficiency in HTML, CSS, Javascript, PHP, SQL and other web-based programming languages.
• Familiarity with popular development libraries, but not dependent on these libraries to complete work.
• Experience developing fully responsive websites and web-based applications. (Desktop, tablet, phone, etc.)
• Relational database experience. (MySQL/MariaDB, SQL Server, etc.)
• Experience managing Content Management Systems (WordPress) and E-commerce applications (WooCommerce).
• Knowledge, experience with change management, source/version control systems and structured deployment practices.
• Demonstrated creative excellence in problem solving and technical challenges.
• Strong attention to detail and ability to work in a fast-paced office environment.
• Outstanding verbal and written communication skills at both technical and end-user levels.
• Provide highest caliber customer-oriented assistance in a professional manner.
• Strong organizational and multi-tasking skills with an ability to critically examine processes to make improvements in efficiency and quality of service.
• Self-starter with strong self-management skills and the ability to work in a team environment.
• Experience working user interfaces from concept to completion.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Training and/or Education:

BS in Computer Science, Information Technology, Computer Information Systems, or similar experience required.

Required Experience:

4 years or more of demonstrated experience creating high quality, customer-facing websites & content.

Licenses or Certificates:

Virginia Driver s License
